Questions are being raised about whether local Texas officials could have done more to warn residents in the flood zone. FEMA records show that officials in Kerr County did not send wireless alerts with safety instructions.

"Life-threatening flash flooding" is ongoing in Kerr and Gillespie Counties -- including the areas of Kerrville, Comfort, Ingram, Hunt, Mountain Home, Waltonia, Harper, Kerrville-Schreiner Park and Cypress Creek -- according to the National Weather Service.

The federal response to the flash flooding disaster in Texas has come under scrutiny. President Trump, who has called for cuts to FEMA, praised the agency during his recent visit to Texas, but did not comment on his plans for its future.

The Trump administration appears to be changing its stance somewhat on FEMA, an agency it has previously threatened to shut down.
