The conclusion of the Cold War was a great victory for the policy of restraint and deterrence, termed “containment.” Every U.S. president — from Harry Truman, when the Cold War commenced, to George H.W. Bush, when that conflict ended — supported this foundation security policy.
Russia appears to have been deterred by NATO's firm response last month to incursions into Polish and Estonian airspace, but Moscow is expected to continue testing boundaries, the U.S. general serving as NATO's top commander said on Tuesday.
“The violation of Poland’s airspace earlier this week is not an isolated incident and impacts more than just Poland,” the NATO commander, U.S. Air Force General Alexus Grynkewich, said when he announced the new measures, adding, “NATO is not waiting; we are acting.”
The NATO meeting this week highlighted tensions within the alliance—and a recognition that such tensions are exactly what Putin wants.
