Oct. 9—NORWICH — A "makeshift altar" of candles and incense that a Norwich mother left burning inside her apartment likely caused a fire in April that killed the mother, Carmen Vizcaino, and her 8-year-old daughter, Skylynn Owens, the investigation into the fire determined.
NORWICH - Firefighters extinguished a blaze that erupted Wednesday in a duplex on Boswell Avenue, a fire official said. Crews responded at 1:20 p.m. to the 100 block after receiving a report of smoke billowing from the two-family residence, Norwich Fire Battalion Chief Pat Curtin said in a statement.

Firefighters worked to put out a structure fire at one of the buildings at the Norwich State Hospital campus on Laurel Hill Road Tuesday morning. The cause of the fire is unclear. Another building on the property also caught on fire in June.
